No ADW Bill Means No In-State Wagering On Spectatorless Racing At Canterbury Park

Days before horses were scheduled to begin shipping in to the stables at Canterbury Park, the Shakopee, Minn., racetrack and horsemen were dealt a blow when language permitting advance deposit wagering was stricken from legislation regulating racing and card clubs at Canterbury and the Running Aces standardbred track.

Legislation passed in 2016 permitting Minnesota residents to wager on out-of-state races using ADW accounts but Canterbury and Running Aces races were excluded. With Canterbury expected to open without fans on-site on an as-yet-to-be-determined date, Minnesotans will be shut out from wagering on their own races until spectators are permitted.

Canterbury officials wanted their races to be included in the 2016 legislation but the in-state wagering provisions were removed because of opposition from those who considered it an expansion of gambling within the state of Minnesota.

ADW language was pulled from the 2020 legislation, the bill’s co-author, Rep. Brad Tabke, told the Minneapolis Star-Tribune, because “we could not reach full agreement between all of the different parties.”

The amended bill allows tracks to run fewer days than required by law and still maintain a card-club license. Racing has been delayed because of the coronavirus (COVID-19) pandemic.

Andrew Offerman, Canterbury’s vice president of racing operations, told the Paulick Report the track is exploring alternatives.

“We are looking at potential solutions to reopen safely,” Offerman said, “and curbside or drive-through wagering is one of those solutions, assuming we are forced to run a portion or all of our meet with limitations on spectators.”

Canterbury opened its stable area May 8 but no date has been set to begin live racing. Canterbury was scheduled to open May 15 and run through Sept. 12, offering 65 days of live racing.
